Meta AI Video Ads Go Generally Available in Creative Overhaul
What Meta shipped, and what it only previewed
On October 6, at Advertising Week in New York, Meta rolled out a set of updates that ties AI ad creation, campaign management and in-chat commerce into one system for advertisers.2324 Most of the coverage called it a broad AI push. The part with the most immediate effect is narrower: advertisers and agencies can now use Advantage+ creative to generate video from static assets they already have, and Meta says that feature is generally available.2122
The rest of the package moves along several tracks at different speeds. Ads Creative Studio, which first went to selected partners earlier this year, is now opening to more brands.2130 It can produce new video concepts and variations, and its editing tools let marketers swap the opening hook, adjust audio and clip length, add text overlays and captions, or change the end scene.2123 Catalog advertisers get a way to turn product listing images into product videos, but only eligible beta participants can use it. They reach it through Advantage+ video generation in Ads Manager and through Product Video Creator in Commerce Manager.3025
Meta's AI business assistant also gets more memory and context. It can now draw on a brand's past campaigns, seasonal patterns and goals the advertiser has stated before.2130 Meta is also testing features that let advertisers import brand voice guidelines and strategy documents, and that let the assistant create campaigns, generate images and copy, change targeting and adjust budgets from conversational prompts.2125 On the commerce side, Meta is testing checkout inside conversations. Its Business Agent on Messenger works with Shopify, and direct checkout in Meta AI involves Adyen, PayPal, Shopify and Stripe.24
Where the coverage agrees and where it doesn't
The outlets agree on the main facts: the date, the venue, general availability for static-to-video, and the wider rollout of Ads Creative Studio.212330 They also repeat the reason Meta gave for focusing on video: by its own figures, more than 60 percent of the time people spend on Facebook and Instagram goes to video.2224
They disagree on what is actually live. Some reports said advertisers "can also generate video directly from product catalog listings," which suggests broad access.2426 Others said clearly that catalog-to-video is still a beta for eligible advertisers.222730 One agency write-up listed it as "available now," though only for eligible catalog accounts.28 The reports that limit it to a beta follow Meta's own wording more closely, so that is the reading to trust. A catalog-heavy retailer should not expect to find the feature in its account today.
The agentic assistant has the same problem. Several outlets stressed that conversational budget and targeting changes are only starting tests, and that previews and approval gates keep advertisers in control.2523 One practitioner guide described campaign-building by chat only as "soon."27 Headlines about AI running your ads are ahead of the product. What has shipped is a capable assistant that offers recommendations and can prepare actions. It is not yet an autonomous media buyer.
The creative stack that has been building all year
The October update reads best as the final piece of a creative stack Meta has been assembling in public. At the IAB NewFronts in March, the company showed Reels trending ads tied to cultural moments, AI voiceovers, AI translation for voiceovers and on-screen text, catalog-to-video, and UGC-style ads made with AI avatars.12 In June it announced "brand memory," which is generation that learns a brand's identity and tone from its existing ads, along with text generation for copy that appears inside images and a creative approval workflow that was still in testing.11
The image-generation layer moved up a level in July, when Meta introduced Muse Image, a new image model meant to power generation inside Advantage+ creative.1120 According to one compilation of Meta's statements, Muse is designed to generate new backgrounds around product shots, create full lifestyle variations based on a brand's earlier ads, and produce stills from video creative.11 Another guide says Meta presented the effort on its second-quarter call as an end-to-end creative solution that turns performance signals into the next creative decision while keeping brand identity intact.29
The number of switches advertisers now face shows how far automation has gone. One tracker counted 31 Advantage+ creative enhancements in Meta's Help Center as of September, 17 of them labeled AI. They include music generation, animation of still images, background generation, AI expansion of video to vertical formats, and translations.11
Adoption numbers and performance claims
Meta is moving fast because advertisers are already using these tools. The company says more than 9 million small businesses used at least one of its AI creative tools in the second quarter of 2026, and that use of image generation more than doubled in that quarter.29 A separate account of Meta's statements puts the number of advertisers using at least one generative AI creative tool at more than 8 million.11
The performance claims come almost entirely from Meta. In April 2025 it reported that campaigns using image generation in Advantage+ creative had an 11 percent higher click-through rate and a 7.6 percent higher conversion rate.29 At Advertising Week it said advertisers who follow the assistant's recommendations typically get 5 percent more conversions at the same cost per conversion.30 One outlet pointed out that this figure covers recommendation use, not the agentic features now in testing.25 These are company averages, and the practitioner coverage keeps telling advertisers to verify them in their own accounts.
Synthetic video and the authenticity problem
For anyone tracking AI-made user-generated content, the developments pull in opposite directions. Meta keeps adding tools that imitate the look of creator content, including avatar-driven, UGC-style ads that need no human creator.12 Yet performance agencies that build Meta campaigns around real UGC say authenticity is what makes it work. One agency tells clients to switch off every Advantage+ enhancement that alters a UGC video before scaling it, so the AI doesn't add overlays, music or color correction.13
The new image-to-video feature raises a more practical concern. One agency CEO cited beta-era reporting that the system sometimes filled gaps with stock imagery. For a local business, he warned, that could mean an ad showing a gym or kitchen that isn't the advertiser's own.22 The same analysis described the beta output as three concepts per run, each built from five clips and running 15 to 20 seconds, and said the right test is cost per lead, not how polished the video looks.22
Disclosure is part of this too. Meta applies an "AI info" label when its generative tools create or significantly edit an image or video. When the output includes a realistic AI-generated person, the label sits next to the Sponsored tag.29 One guide says that since March 2026, ads with undisclosed AI content have become a common reason for rejection.16 As synthetic avatars and generated video grow, those labels will be the main way viewers can tell a real customer testimonial from a manufactured one.
The deadline behind all of it
The timing matters. In June 2025 the Wall Street Journal reported that Meta wanted brands to be able to fully create and target ads with its AI tools by the end of 2026. Under that plan, an advertiser would supply a product image and a budget, and Meta would generate the imagery, video and text and pick the audience.14 Zuckerberg described the goal as a business telling Meta its objective and connecting a bank account, "and then we just do the rest."10 He called it a "redefinition of the category of advertising."8 The report hit agency stocks at the time: Interpublic shares fell 3 percent and Omnicom shares fell 4.3 percent.3
With about ten weeks left in 2026, the October release looks like Meta closing most of that gap without fully crossing it. Generation from existing assets is live. Creative iteration is spreading to more advertisers. The assistant that would tie creative, targeting and budget together through conversation is still in testing, behind approval gates.2527 Agent-prepared work from third-party tools connected through Meta's expanded Ads MCP server also arrives as a draft in Ads Manager and needs explicit approval before it publishes.2530
Our reading is that Meta's AI ad system is now complete as a production pipeline. Images, video, copy, translation and variation testing all run inside its tools. It is not yet complete in terms of autonomy. Meta is deliberately leaving the last step, letting the system act on its own, behind human sign-off. That is probably a sound choice while generated video can still misrepresent a storefront or blur the line between a real reviewer and a synthetic one. For advertisers, the near-term change is less about AI replacing creative teams and more about creative volume becoming cheap. With volume no longer the constraint, the advantage moves to whoever supplies better inputs and judges the output most strictly.
