Hansol iOnes Commits 156 Billion Won to Cheongju Chip Parts Plant
A new parts plant for Ochang
On October 23, Hansol iOnes, a maker of precision parts for semiconductor equipment, signed an investment agreement with North Chungcheong Province and the city of Cheongju. The deal covers a new facility that will manufacture chip components and also clean and coat them.13 The company plans to spend 156 billion won in total by 2029. Some headlines rounded that down to about 150 billion won, roughly $105 million.111 The plant will be built in the Ochang Technopolis Industrial Complex in Cheongju's Cheongwon-gu district. The site covers about 36,000 square meters, and the building will have roughly 29,700 square meters of floor space.213
The schedule is short. Construction is set to begin in January 2027 and finish in December of that year. Equipment will then be installed in phases through 2029.1214 The company has promised 400 new jobs.319 Under the agreement, the province and city will provide administrative support. Hansol iOnes, in turn, agreed to carry out the project on schedule, use locally produced materials where it can, and give local residents priority in hiring.19 The company also gave 10 million won to the Chungbuk Community Chest of Korea on the day of the signing.23
CEO Park In-rae said he chose Ochang because it is close to major customers and has good regional transport, a steady labor supply and solid industrial infrastructure. He presented the plant as a way to secure the company's lead as a global supplier of semiconductor components.1215 Governor Shin Yong-han promised full administrative backing for the company's new business lines and its push for global growth.314
Why cleaning and coating matter
The coverage mostly treats this as a jobs-and-investment story. The type of plant deserves more attention. Hansol iOnes doesn't make chips. It makes the parts that go inside chipmaking tools, and it provides the cleaning and coating those parts need while in service. The company designs, machines and coats semiconductor equipment parts. It has also developed domestic technology for process chambers used in wafer annealing.7 Its customers include Applied Materials, the American equipment giant, and Samsung Electronics.7
This is mostly analysis, but the business model matters. Cleaning and coating work is tied to how heavily existing fabs run, not only to how many new fabs get built. When chipmakers run their lines hard, chamber parts wear out faster and need cleaning or recoating more often. A plant that both makes and refurbishes parts can earn from new tool sales and from day-to-day fab operations. The local reports reflect this when they describe the facility as support for the equipment and parts supply chain.12 The company's own explanation is that the investment gets ahead of recent sales growth, entry into new businesses and a broader product portfolio.314
The numbers don't fully match
The main reports agree on the 156 billion won total, the 400 jobs and the 2029 end date. They differ on the headline figure and on how much of the money is actually committed. Several outlets led with 150 billion won and gave the exact 156 billion won figure further down.111 Most regional outlets used 156 billion won throughout.121719
The company's filings on the same day show a smaller number. Hansol iOnes approved a 126 billion won facility investment to expand capacity at its new Ochang plant. It also approved a 60 billion won rights offering. Its parent, Hansol Technics, will put 24.3 billion won into that offering.5 So the gap between the 156 billion won in the agreement and the 126 billion won in the board-approved filing is about 30 billion won. The coverage doesn't explain the difference. One plausible reading is that the agreement counts land, buildings and later equipment phases that the board hasn't formally approved yet. Investment agreements in Korea usually describe intent, while disclosures describe what a board has signed off on. Until the company says more, 126 billion won is the firmer commitment and 156 billion won is the full ambition.
The rights offering also shows how the expansion is being paid for. Hansol iOnes is raising new equity instead of relying only on cash flow or debt, and its parent is taking part.5
How to read the jobs figures
The employment numbers are easy to mix up. The Chungbuk Research Institute estimates that the investment will generate 168 billion won in production, 72 billion won in added value and 802 jobs.310 When indirect effects are included, those estimates rise to 276 billion won in production, 113.4 billion won in added value and 1,237 jobs.1415 One regional outlet pointed out that the institute's figures model knock-on effects across related industries and are separate from the company's own plan to hire 400 people.12 Readers should treat 400 as the concrete number. The larger figures are model estimates, not commitments.
Part of a larger cluster around SK hynix
This deal follows several others in Cheongju. A weekly regional economic roundup described the Hansol iOnes agreement as the latest in a steady flow of investments by chip-parts makers since SK hynix announced its own spending plans.213 In August, SK hynix said it would invest more than 54 trillion won in Yongin and Cheongju to expand next-generation DRAM and NAND production. That plan includes a new M17 fab in Cheongju for NAND, which would work alongside the company's existing M11, M12 and M15 lines there.9 SK hynix linked the expansion to growing demand for high-bandwidth memory and other high-performance memory as AI server deployments grow.9
Suppliers have followed. Also in August, Stemco, a joint venture of Japan's Toray and Samsung Electro-Mechanics, agreed to invest 150 billion won by 2028 to expand production of ID-Coil in the Ochang area. ID-Coil is a key part of thin-film power inductors. About 85 billion won of that is foreign direct investment.46 Stemco gave the same reasons: rising demand from AI and from electric and autonomous vehicles.46
Export data shows the momentum. North Chungcheong's third-quarter exports passed $12 billion for the first time. Shipments to Malaysia, a chip assembly and testing hub, and to Indonesia grew sharply.213
On this reading, Hansol iOnes is betting on being near its customers. Park named closeness to major customers as a main reason for choosing Ochang.1215 When a large memory maker expands in one area, parts and service suppliers gain from being close by, especially for cleaning and coating, where turnaround time matters.
Hansol's semiconductor pivot
The plant also matters for Hansol Group, best known for paper. Hansol Technics, previously known for LCD and solar modules, bought control of Hansol iOnes (then called iOnes) in 2022.78 The group has spent about 390 billion won on semiconductor materials, parts and equipment acquisitions over four years. Those include stakes in SI Materials and Hansol Oriontech, plus an agreement to buy 83.37% of Will Technology for 177.2 billion won.8 Analysts quoted by the Seoul Economic Daily linked these deals to tighter control by the holding company and to the expected succession of Vice President Cho Sung-min.8
The same report pointed to a problem. Nearly four years after the acquisition, Hansol iOnes still hadn't produced clear revenue or profit synergies within the group.8 An investment banking source quoted in that piece warned that earnings may not improve quickly after acquisitions, and that expansion should be weighed against financial capacity and the outlook for the chip cycle.8 Seen that way, the Ochang plant is Hansol's attempt to show that buying a chip-parts business can become a real growth engine.
What to watch
The official coverage is mostly upbeat. Some local commentary has been more doubtful: one regional outlet ran an opinion headline suggesting that behind Chungbuk's multi-trillion-won chip investment pledges, factory conditions are less healthy than they look.14 That caution fits here. An investment agreement shows intent, and the board-approved amount is already smaller than the announced one.5
On balance, this project looks more solid than many pledges like it. It has a specific site, a 12-month construction schedule, board-approved spending, and new equity backed by its parent.2512 The real tests are whether construction starts in January 2027, whether the remaining 30 billion won in planned spending moves from the agreement into approved budgets, and whether SK hynix's Cheongju expansion keeps generating the cleaning and coating demand this plant is built to serve.
