A microreactor company at an important stage
Terra Innovatum Global N.V., the Nasdaq-listed company behind the SOLO micro-modular reactor, is heading into what it calls its most important stretch so far. It plans to file a Construction Permit Application with the U.S. Nuclear Regulatory Commission in 2026, put a first-of-a-kind (FOAK) unit in Illinois by late 2027, and begin commercial deployment in 2028.4731 The pitch rests heavily on AI data centers, which the company names as a main market for a reactor it says can deliver power "1 MWe at a time."1214
The timing raises a question. Big Tech's need for electricity has made almost any nuclear startup look attractive, but a 1-megawatt reactor is tiny next to the gigawatt-scale campuses that dominate the AI buildout. On the evidence so far, Terra Innovatum is making real progress on licensing and supply, but it has made far less progress turning interest into binding orders. Its plans for data centers look more like a market for distributed and edge sites than a solution for hyperscale demand.
The regulatory path, step by step
The licensing record is the most concrete part of the story. Terra Innovatum has been in pre-application talks with the NRC since January 2025.13 In March 2026 the agency docketed the company's SOLO topical reports. That means regulators found enough technical information to start a formal safety and design review.38 The company's own schedule expects NRC safety evaluations of those reports in late 2026, followed by a construction permit and first-unit operating approval in 2027.38
The next step came in July, when Terra asked for a voluntary pre-application readiness review of its planned permit application. It said the goal was to stay on track for a 2026 filing.47 The NRC opened the first phase with an entrance meeting on August 10. This phase covers about six weeks and looks at the Environmental Report plus nine chapters of the Preliminary Safety Analysis Report, including site characteristics, engineered safety features, financial qualifications and decommissioning.4350 After the phase ends, the NRC plans an exit meeting and a public feedback report within 45 calendar days.50 That puts a public NRC assessment of Terra's draft materials on the near-term calendar.
The limits matter. The NRC and the company both say the readiness assessment is not approval of the SOLO design or of any future application, and it does not decide whether a filing will be accepted for docketing.4350 Company press releases describe each step as a milestone. A fair reading is that Terra is moving through the normal pre-filing process on schedule, but it has not yet cleared the hardest part.
The company is also counting on a regulatory change. Executives have said the NRC's proposed Part 57 framework for microreactors, expected later this year, suits SOLO because of its 1-megawatt size, its use of low-enriched uranium (LEU) and its safety profile.31 Terra has also said SOLO's design matches the NRC's thinking on a simpler licensing path for low-risk, proliferation-resistant microreactors.13
What SOLO actually is
SOLO is a gas-cooled reactor. It uses helium instead of water and runs on standard LEU below 5% enrichment, in Zircaloy-clad uranium dioxide pellets of the kind used in many large reactors.1831 Terra says a unit can run about 15 years without refueling on LEU. It says a later move to high-assay fuel (HALEU) could extend that by decades.1118 The company's strategy is to avoid relying on HALEU. Executives note that LEU is already sold commercially, while HALEU production capacity still needs to grow.31
The published specifications do not always agree. The company's website lists 1 MWe with 5 MWt in one place and 4 MWt in another.11 Conference remarks this summer gave 1 MWe and 4 MWt.31 A Nuclear Engineering International report from late 2025 described SOLO as a 4 MWe/20 MWt reactor.17 The company also has a program to raise output toward 1.25 MWe per unit, so a 5 MWe installation might need four reactors instead of five.19 These may simply be different configurations. Still, buyers sizing a data center load need firm numbers, and the shifting figures add uncertainty.
On cost, Terra claims a levelized cost of about $0.07 per kWh over 45 years, assuming 97% uptime.31 Executives also say the reactor can run without an exclusion zone, with radiation near its concrete structure kept under 1 millisievert a year. That would let many units sit close together.31 These are company claims, and regulators have not yet evaluated them.
Supply chain claims
Terra has worked hard to show it can build the reactor, not just design it. In February it said it had lined up supply for every key part: fuel, graphite, pressure vessel, control and shutdown mechanisms, and power-conversion equipment such as the turbine and helium circulator.1614 Industry coverage said this mattered because component sourcing is a common bottleneck for advanced reactors.20 Later announcements added detail:
- Graphite core: In April it validated a prototype graphite reactor core with Mersen.36
- Turbine: In July it signed a long-term turbine and generator supply order with Howden, a Chart Industries company, for the Illinois FOAK unit. The order supports multi-unit sites of about 3 to 15 MWe sharing a common turbine.37
- Manufacturing: Production relies on outsourced manufacturing, with ATB Riva Calzoni in Italy setting up dedicated SOLO assembly lines.17
The reporting differs on the turbine supplier. At an August conference, an executive said the company had ordered a turbine from Baker Hughes.31 That came weeks after the Howden announcement.37 The two may cover different configurations, but they are not clearly reconciled in public. The executive also said lead times for first-unit parts are generally under eight months.31
The data center angle
This is where the size gap shows. The AI demand that drives SOLO's marketing is huge. Meta's Hyperion campus in Louisiana is meant to reach 2 GW by 2030 and 5 GW two years later.28 The Bulletin of the Atomic Scientists reported that U.S. data center energy demand rose from 172.8 TWh in 2020 to 312.6 TWh in 2025, while nuclear output was roughly flat. Its conclusion was that nuclear has added nothing to the growth in data center supply so far.21 The same analysis noted that even a full 300 MW SMR produces only about 2.6 TWh a year.21 Verisk likewise noted that most SMRs are under 300 MW, while hyperscale sites may need several gigawatts.28
Against that scale, Terra's offer is really something else. Its own examples are small: up to 8 MWe of behind-the-meter capacity for data centers in Argentina and Brazil, and a deal with Uvation for 100 reactors aimed at data centers.4231 Its first site, the Rock City Admiral Parkway industrial park in Illinois, includes an option for 50 units, or 50 MWe in total, and is also expected to add data center capacity.1331 The realistic market here is mid-size and remote facilities, edge computing and industrial cogeneration, not the gigawatt campuses that analysts debate. Verisk's description of microreactors fits this reading: units of up to 50 MW that could serve microgrids and on-site loads, with backup coming from running several units.28
There is also a skeptical view of the whole sector. The Bulletin argues that no SMR is under construction in the United States, that past timelines have slipped, and that Big Tech's nuclear commitments are a small fraction of its data center spending.21 Analysts who are more upbeat still caveat their forecasts. One deep-dive notes that SMR cost savings appear only after six to ten identical units are built, and that first-of-a-kind projects remain expensive.27 Terra's bet that its first unit can share a design with its commercial units is meant to address this. The company says it does not expect to change designs between the two.31
The commitments are non-binding
Terra cites roughly 200 reactor commitments worth about $4 billion. Those commitments are explicitly non-binding.49 The count has also moved around. In November 2025 the company cited 100 units under non-binding agreements, and a July 2026 release still said "up to 100" worldwide, while March and August materials cited about 200.323733 The difference may come down to how letters of intent are counted. Either way, the clearest test ahead is whether any of these turn into firm orders with prepayments, which executives say they are seeking.31
Finances and the stock
The market has not given Terra credit for its progress. The stock closed at $3.38 on October 7, down from a 52-week high near $21.91.4 It has lost about two-thirds of its value over the past year.1 For the second quarter, the company reported a net loss of $18.0 million. That included $13.2 million in non-cash fair-value charges tied to share-settled contingent liabilities and warrants. Operating expenses were $6.1 million, and cash stood at $91.1 million.42 Filings also showed internal-control issues and a shareholders' deficit of about $115.5 million.7 Governance has changed too: three directors resigned in September and three new independent directors joined.7
Management estimates it needs about $70 million to reach the first unit and says it is funded for roughly three years.31 If that holds, money is not the immediate problem. Execution is.
Bottom line
Terra Innovatum has done more than most microreactor startups to show it can license and source a reactor. Its uses of LEU, off-the-shelf parts and the same design for first and later units are sensible ways to reduce risk. The data center story needs to be read with its scale in mind. SOLO could plausibly power distributed and edge loads, but it cannot close the gigawatt gap AI campuses face. The near-term checkpoints are the NRC's public readiness report, an actual permit filing before year-end, and any binding orders. Until those arrive, the company's 2027 date remains a target, not a commitment.
