Amazon FBA Peak Fees Start Oct. 15 as Seller Rules Tighten
The fee meter turns over
October is when Amazon's third-party sellers feel the calendar in their margins, and this year is no different. Amazon's holiday peak fulfillment rates took effect October 15 and run through January 14, 2027. They apply to FBA, Remote Fulfillment with FBA, Multi-Channel Fulfillment and Buy with Prime orders.11 Coverage puts the average peak increase at about $0.32 per unit.1214 The average says little about any one seller. Small, light products may rise only a few dimes, while larger and bulky items take a much bigger hit.14 The timing has a catch: Amazon charges by when a unit leaves the fulfillment center, not when the customer orders it. An order placed before October 15 that ships afterward can be billed at the holiday rate.14
The published rate cards make this concrete. For the smallest standard-size tier (2 oz or less), the peak fee is $2.62, $3.51 and $3.77 across the three price bands, up from $2.43, $3.32 and $3.58 at non-peak rates.1 A large standard item at 8 to 12 ounces goes to $4.48 under the peak card, compared with $4.20 the rest of the year.2 Monthly storage also jumps in the fourth quarter. Standard-size storage climbs from $0.78 per cubic foot during January to September to $2.40 from October through December.1
Small increases that stack
The peak surcharge sits on top of a year of increases, and the reporting disagrees most about how much those increases add up to. Amazon's own description is modest. Fulfillment fees rose about $0.08 per unit on average from January 15, 2026, which the company called less than 0.5% of an average item's price. The increase followed a 2025 with no US referral or FBA fee hikes and came with no new fee types.35 Referral fees stayed flat, with most categories at 15%.5
Other analysts describe something heavier. A 3.5% fuel and logistics surcharge has applied to US and Canadian fulfillment fees since April 17, 2026.39 One analysis estimates that, once every adjustment is counted, some sellers face cumulative increases of 8% to 10% over their 2025 costs.7 Amazon also stopped prepping and labeling inventory for US sellers on January 1, 2026. That pushes the work back to sellers or to third-party prep centers, at a cost one seller puts at about $1 per unit.79 Inbound placement fees and the low-inventory-level fee add further per-unit charges, so a SKU that looked profitable can slip to break-even.2 Amazon has also moved disbursements to delivery date plus seven days (DD+7), which means sellers wait longer for their cash.2
The two pictures are not really in conflict; they measure different things. Amazon's $0.08 figure covers one rate-card change. Sellers experience the whole stack: rate card, surcharge, peak premium, placement fees, prep costs and slower payouts. On that measure, the seller-side estimates look closer to what most accounts will actually see. Seller surveys point the same way. In Marketplace Pulse's 2026 Seller Index, 49% of Amazon sellers named marketplace fees as a top margin worry and 46% named advertising.10 The same survey found that among sellers frustrated with fees, only 24% were shrinking Amazon's share of their revenue while 42% were growing it.10 Complaints about fees have not led many sellers to leave.
Amazon has announced its next-year fee changes in the autumn for four straight cycles, with at least 90 days' notice and mid-January effective dates.5 The 2026 update came on October 15, 2025, so the next fee schedule could arrive soon.
A crowded compliance calendar
Fees are only part of October. Amazon issued several policy changes in quick succession ahead of the holiday rush.11 Black Friday and Cyber Monday inbound cutoffs fall on October 14 for AWD, October 21 for minimum shipment splits and October 28 for Amazon-optimized splits. Deal inventory has to arrive by October 17.11
Starting October 26, sellers who create or edit listings in certain categories must answer new dangerous-goods questions.1316 Reports describe the scope differently. One summary lists broad categories such as beauty, household cleaning, automotive, tools and lithium-battery electronics.11 Others tie Amazon's September notice to four specific product groups: refrigerant-based appliances, shock absorbers, markers and writing instruments, and pool and spa chemicals.1316 The narrower reading is better supported. Both agree that the questions appear only when a listing is created or edited. Sellers do not have to resubmit their whole catalog.13 Amazon's notice also contains a confusing reference to an August 31 date that has already passed, and sellers are being advised to get account-specific answers from Seller Support.16
The new bundling rules require bundles to come in original manufacturer or brand packaging in most categories. Their timing is also reported inconsistently. One account says the expanded policy took effect September 30, with enforcement in October.11 Another describes the requirement as starting in January 2027.12 Sellers who build their own multipacks should prepare for the earlier date.
For seller-fulfilled Amazon Business offers, a 90% business-hours delivery standard has applied since September 30. Offers still below it after October 30 may be deactivated, though FBA offers are not affected.13 From November 2, sellers based in mainland China must buy commercial liability insurance through the Amazon Insurance Accelerator program.1112 Amazon is also making passkeys mandatory for Seller Central access account by account. That ends the common practice of agencies and assistants sharing one owner login.17
Amazon pitches tools as fees rise
At Accelerate 2026, Amazon announced help alongside the higher costs. Listing Protection, coming to the US by the end of 2026, gives sellers in Account Health Assurance time to fix most listing problems before Amazon removes a listing.1519 Amazon Lending will open to all sellers by year-end, including SBA 7(a) loans of up to $5 million.15 Seller Assistant has been rebuilt as an agent that can plan and book inbound shipments for sellers.19 MCF Preferred Pricing offers up to 25% off fulfillment costs, and up to 35% for TikTok Shop sellers.19
The most strategic announcement is a free multichannel hub in Seller Central. It lets sellers manage Walmart, eBay, Shopify and TikTok Shop listings and orders from inside Amazon's own interface.18 It is still in a small US pilot.15 The likely reading is that Amazon accepts sellers will sell on several marketplaces and wants its software and fulfillment network to run all of them.
Walmart's growth gives sellers another option
Amazon's interest in sellers' Walmart business makes sense given Walmart's growth. Walmart's US marketplace net sales grew more than 50% in the second quarter.25 One analysis of Walmart's filings puts the figure at 52% for the quarter ending in July.29 Walmart also says it had three times as many sellers over the holidays as a year earlier, with about half a billion SKUs listed.23 Walmart charges no setup or monthly fee. Sellers pay category referral fees, mostly 6% to 15% and up to 20%.29
This month Walmart added more reasons to sell there. On October 6, ShipStation launched Ship with Walmart. It gives marketplace sellers Walmart-negotiated label rates and up to $100 of order protection without leaving ShipStation's software.2224 The protection covers only eligible orders that ship on time, and the service supports only US domestic shipments for now.30 Walmart is also testing a bigger change: placing third-party sellers' inventory in its stores for pickup and delivery. That would let marketplace items reach shoppers in hours instead of days, alongside their grocery orders.25 One analyst says the question of who owns that inventory before it sells still needs an answer.25 Walmart also claims its fulfillment service costs 15% less than competitors on average. One seller reported WFS fees a dollar or two below the service she had been using.27
The overall picture is uneven competition. Amazon remains the largest channel and keeps adding fees, while Walmart is offering lower costs and store access to win sellers' second-channel business.
Regulators turn to platforms
Regulators are also focusing on the platforms themselves. The FTC has proposed a rulemaking that would hold search engines, social networks and marketplaces, Amazon among them, responsible for impersonation scam ads they carry and optimize.3134 The notice argues that the INFORM Consumers Act falls short. That law requires marketplaces to verify high-volume sellers, but it does not require them to investigate suspicious sellers or remove confirmed bad actors.3435 The first enforcement case under INFORM ended with Temu paying $2 million. Penalties now reach up to $53,088 per violation.33
The FCC is adding obligations of its own. Online marketplaces will have to show valid FCC IDs for certified radio-frequency devices, with compliance dates in 2027. Used devices and sellers below INFORM's high-volume threshold are exempt.39 In Congress, the proposed Online Sellers' Bill of Rights Act (H.R. 9799) targets suspension disputes between platforms and sellers. Critics object to its broad FTC rulemaking power and its mandatory treble damages.36
Sellers will likely face more verification, more documentation and more liability passed down from the platforms. Platforms facing outside pressure tend to tighten their own rules, as Amazon's insurance and hazmat changes show. The sellers best placed for 2027 will be the ones who know their real per-unit costs and spread their sales across more than one marketplace.
