A crowded category gets a heavyweight entrant
In 2026, the fight over AI coding assistants has moved past autocomplete. Coding agents now open pull requests faster than people can read them, and the tool that checks that code has become the next thing to sell. The clearest sign came on October 15, 2026, when Anthropic made Code Review for Claude Code generally available to Claude Team and Enterprise organizations. It also offered eligible Enterprise customers at least $10,000 in review credits.1 That launch, together with a summer of steady changes to GitHub Copilot's reviewer and a pricing overhaul for Cursor's Bugbot, explains why "best AI code review tool" rankings keep disagreeing with each other.
One widely shared 2026 ranking of twelve tools puts Claude Code Review in first place. SonarQube and the fix-committing tool Gitar come next, ahead of CodeRabbit, Greptile, Graphite, GitHub Copilot, Qodo and Cursor Bugbot.23 Other lists published in the same months reach very different orders. Many of those lists come from companies that sell one of the products they rank, and that point is more useful than any single ranking.
What Anthropic actually shipped
Anthropic first released Code Review as a research preview on March 9, 2026. The company presented it as a team of agents sent to examine every pull request, with depth prioritized over speed.2 Product head Cat Wu said the main driver was demand from large customers such as Uber, Salesforce and Accenture. Those companies were struggling to review the volume of pull requests Claude Code itself was producing.5
Anthropic says the general-availability version is much faster. Most reviews now finish in about 6 to 10 minutes, down from roughly 20 during the preview.13 Admins can set each repository to a Quick, Standard or Deep review level. Each finding is now written up as a short note covering the problem, what triggers it and the fix.17 The design is the same as before. Parallel agents read the diff and the code around it, a verification pass removes likely false positives, and the remaining findings are deduplicated, ranked by severity and posted to the pull request.1
A review never approves or blocks a merge, and the check run it posts is never marked as failed.13 That choice stands out against GitHub's direction, covered below.
The numbers Anthropic is promoting are its own internal results. Before Code Review, 16% of its pull requests received substantive review comments. Afterward, 54% did. On pull requests changing more than 1,000 lines, 84% received findings, and engineers marked less than 1% of findings as incorrect.610 These figures drive the top ranking in the twelve-tool list, and that list labels them as Anthropic's own measurements.23 No outside party has published a comparable test yet. Anthropic's general-availability announcement also added no new usage or performance data beyond the speed claims.7
The limits are real. Code Review works only with repositories hosted on GitHub. It is not available to organizations that use Zero Data Retention, the HIPAA configuration or customer-managed encryption keys. It also does not run in self-hosted environments.13 Pricing during the preview was based on token usage and averaged $15 to $25 per review.59 That is far more per pass than most competitors charge.
The launch coverage is consistent on these points. One competitor's explainer even contradicts itself about who can use the product. It first says Code Review launched for Pro and Max subscribers, then states that individual plans have no access.8 Anthropic's own materials say it is for Team and Enterprise customers.2
GitHub Copilot keeps closing gaps
GitHub took a different approach. It shipped many small changes over the year instead of one large launch. Copilot code review moved to an agentic, tool-calling architecture on March 5, 2026, which lets it pull in wider repository context instead of reading only the diff.34 In June it began reading AGENTS.md files.33 On July 29, support for agent skills and MCP server connections became generally available, with MCP calls limited to read-only access.32 In late August, GitHub removed its old limit of 300 files or 20,000 lines per pull request. It also let Copilot review bot-authored pull requests, including those from its own cloud agent, and bill that usage to the organization.35 A September update rebuilt the overview comment so that it tracks which findings are still open and which have been resolved.37 GitHub's changelog also lists an item saying Copilot code review can now approve pull requests.34 That is a notable split from Anthropic's rule that its reviewer never approves anything.
Pricing has become harder to work out. Since June 1, 2026, each Copilot review has been billed in AI Credits and also uses GitHub Actions minutes on private repositories.39 Coverage disagrees on which plans include review. GitHub's own pages list code review for Pro, Pro+, Business and Enterprise.3134 One widely read third-party guide says only Business and Enterprise include it.38 GitHub's documentation should settle that question, and its documentation includes Pro. Organizations can also enable reviews for members who don't have a Copilot license.31
Cursor's Bugbot changes its pricing
Cursor's change is the one most ranking tables still get wrong. On May 11, 2026, Cursor removed Bugbot's seat fee and moved to usage-only billing. Existing customers switch at their first renewal after June 8.1216 Cursor puts the average review at $1.00 to $1.50, depending on pull request size and complexity.11 Yet several 2026 roundups still list Bugbot at $40 a month, which was the old seat price.212428
The per-run model makes costs harder to predict. Bugbot reviews every update to a pull request by default, so a branch that goes through several rounds of revisions is billed several times.1314 One analysis says Bugbot is cheaper than CodeRabbit at low volume but more expensive than seat-priced rivals once a team reaches about 1,000 pull requests a month.12 There is also a corporate development. One pricing roundup reports that SpaceX acquired Cursor in August 2026 and that Bugbot is still on sale.13
Why the rankings disagree
Comparing these lists shows how little independent evidence exists. The twelve-tool ranking points out that CodeRabbit's blog ranks CodeRabbit first and Greptile's benchmark scores Greptile highest. A 2026 benchmark from Tenki puts Tenki first.23 The results also differ widely between tests. Greptile scored 82% in its own July 2025 test and 36.1% in Tenki's 2026 test. Copilot scored 54% in the first and 24.6% in the second.23
The picks change depending on who wrote the list. CodeAnt AI's guide, based on a 300,000-pull-request benchmark, names CodeAnt AI the best overall.21 Optimal AI's comparison favors its product, Optibot.24 Panto AI's list ranks Panto AI first.26 Sourcegraph's list includes Sourcegraph.22 Lists with less obvious ties to a vendor often choose SonarQube or CodeRabbit for coverage and maturity.2529
The main dividing line is platform coverage, not quality. CodeRabbit and CodeAnt AI support GitHub, GitLab, Bitbucket and Azure DevOps. Claude Code Review, Graphite and Macroscope work only with GitHub.218 Teams that use several Git platforms have fewer choices than the rankings suggest.
What it means
The market now offers three pricing models. Anthropic sells an expensive, thorough review paid per token. GitHub folds review into a platform people already pay for and bills it through credits and Actions minutes. Cursor and Macroscope charge per run or by volume.1519 One cost analysis spells out the effect when agents write the pull requests. At 1,600 review passes a month, Bugbot would cost roughly $1,600 to $2,400. Claude Code Review, at its published averages, would cost $24,000 to $40,000.15
That gap explains Anthropic's offer of $10,000 to $50,000 in credits for a 30-day period.1 Anthropic is betting that teams will pay a premium once they trust an AI reviewer to find real bugs. The credits are meant to reduce the cost of trying it. Copilot's built-in reviewer is already enabled for many teams, and Bugbot's per-run price is low, so the trial period gives Anthropic its best chance to show the extra cost is justified.
For most teams, the practical takeaway runs against what the rankings imply. Rank position matters less than three questions: where your repositories are hosted, how many times each pull request is reviewed, and whether you want an AI that can approve code or only comment on it. Every vendor's documentation, including Anthropic's, says a clean review doesn't mean the code is bug-free or secure.1 Humans still make the merge decision.
